Email Body Can't be Seen
Remove .dbx files and try again.
Start, Run: regsvr32 inetcomm.dll
registering the inetcomm.dll is what has fixed it for me.

Items Stay in Outbox and never send
Chances are that one or more of the email mail folders are over the 2gig limit. Remove or rename to resolve. See Resolve 2gig Limit below.
Resolve 2gig Limit
Exit OE
Go to C:\Documents and Settings\[username]\Local Settings\Application Data\Identities\
Drill down to .dbx files (Check file dates if multiple identities)
Rename offending files with OLD at end of name.
Restart OE and try again.
NOTE: all items in .dbx file will be disappear. You can get these back by renaming files back.
Resolve 2gig Limit Saving existing messages
Create a new Folder for the existing messages like OLDInbox
Click on the folder so you can see the contents - This create the file.
Exit OE
Go to C:\Documents and Settings\[username]\Local Settings\Application Data\Identities\
Drill down to .dbx files (Check file dates if multiple identities)
Remove file created above.
Rename offending files with name of file just removed
Restart OE and try again.
NOTE: Old items will now be in the old folder and new folder will be empty.
